I would call a local independent agent in your town. S/he will get you the best rates because they represent several companies. I would also contact a couple of the big companies to make sure you are getting a good rate.
Do not go to a website to get answers. Go to a local independent insurance agency. If you don’t know an independent agency in your area, go to http://www.iiaba.net. There is a link to a place to get a list of independent agencies in your area. (As far as I can tell, you have to fill in at least 2 fields in order to get a list of information. You do not tell them about yourself – you only have to tell them where you are looking for an agent.) An independent agency has contracts with multiple insurance companies. They can find the best choice for you. The IIABA also has the Trusted Choice program. The companies on that program can be relied upon to pay claims when you have a need. If one of the reasons that you have had to get a new insurance company is that your driving record is poor, then you can still find a Trusted Choice insurer for you. I would not tell anyone with a decent driving record to get Progressive insurance, but they are a Trusted Choice insurer. They specialize in insurance for people with poor driving records. (Therefore, all of their insureds pay higher rates than they would at another company.)
Do not compare insurance companies over the internet. Do not get a quote over the internet. Do not purchase insurance over the internet. Go to an agency where you can see people in the flesh.
If your driving record has become so poor that Progressive will not insure you, then an agent can get you into the Assigned Risk program in your state. (And if you have to go to Progressive or Assigned Risk, then you need to improve your driving skills.)
